Reorganization and securing of resources in the face of structural obstacles: an analytical approach to Latin American health services

Abstract

Introduction: Universal and equitable access to health services is a fundamental right, but these ideal faces serious challenges in Latin America due to a series of structural obstacles that have historically characterized the region's health systems.

Objective: To critically analyze the structural obstacles of health systems in Latin America and provide foundations for the reorganization and minimum assurance of resources in order to strengthen equity and sustainability.

Material and Methods: Adopting a positional approach responds to the need to move beyond the systematization of information and construct an analytical framework to guide decisions in complex contexts. This approach is particularly relevant in Latin America, where fragmented responses have been insufficient. Thus, this article integrates evidence, critical analysis, and strategic projections to contribute to the debate and to more coherent public policies.

Results: The reorganization and minimum assurance of resources in Latin American health systems, in the face of structural obstacles and new emerging challenges, reveals the need for a comprehensive, coordinated approach with a long-term vision to address the challenges facing health services in the region.

Conclusions: The reorganization and minimum assurance of resources in Latin American health services require a multifaceted approach, combining equitable distribution of resources, sustainable financing, strengthening of primary care, digitalization and regional collaboration.
